Australia’s “nuclear debate” will reveal the unaffordable costs of nuclear power

scrutiny-on-costs“A debate based on the facts will inevitably find that nuclear energy is much more expensive than wind or solar.”

“I welcome the debate but I am surprised that Mr O’Dea as the chair of the powerful Public Accounts Committee would be promoting a technology that is more expensive than the clean options.”

Nuclear debate will expose dangers, costs http://nsw.greens.org.au/content/nuclear-debate-will-expose-dangers-costs  5th November 2013

A debate over nuclear power for Australia should not become an excuse for inaction on transitioning NSW to 100 percent renewable energy, according to Greens NSW MP John Kaye. Dr Kaye was commenting on Liberal MP Jonathan O’Dea’s call for another look at the controversial technology (‘MP calls for rethink on nuclear power’, Sydney Morning Herald, 5 Nov, p. 4, http://j.mp/HwXFb2). Dr. Alex Rosen, Medical Doctor and radiation specialist: There is now a much higher number of thyroid cancer cases than we expected. […]

Narrator: According to Dr. Alex Rosen, there are various falsified estimations in the UNSCEAR [United Nations Scientific Committee on the Effects of Atomic Radiation] report. […]

Professor Wolfgang Hoffman, professor of epidemiology at Geifswald University: It is certain that we will have an elevated level of cancer. […]

Marc Molitor, journalist with Belgisher TV (Belgium): A certain member within UNSCEAR told me that the report was written to play down the consequences of the Fukushima nuclear accident. Moreover, he also said that the members pretend not to learn the lesson from Chernobyl.  There was seemingly a discussion on it.

Waubra residents dissociate themselves from anti wind farm group

astroturf-windWaubra Wednesday #9 – Community demands its name back from anti-wind farm group On 1 November  2013,  the Waubra community ramped up its campaign to reclaim its name from an anti-wind farm campaign group known as the Waubra Foundation. Yes 2 Renewables   November 6, 2013 by     Fed up with the town’s name being tarnished by claims of a ‘Waubra disease‘, community leaders have sent a petition with 316 signatures to the anti-wind farm organisation asking them to stop using town’s name. Yes 2 Renewables applaud the community’s effort on the issue.

“Waubra is associated with wind towers. We don’t mind that,” Waubra wind farmer Doug Hobson told The Courier. “With the turbines people actually take more notice of our town as they pass through.

“But when you Google ‘Waubra’ the first thing that comes up is something negative about our town. People would think that everyone in Waubra doesn’t like wind farms, and that is not the case,” Hobson added.

The petition was sent to the Waubra Foundation just days after they announced more anti-wind farm campaigners to positions in the organisation, such as retired Liberal MP Alby Schultz who is slated to lobby the Abbott government. Yes 2 Renewables commented on the appointments at Climate Spectator.

It’s clear the Waubra Foundation has no credible claim to use the town’s name. Yet will the Foundation heed the wishes of community members or will it ignore them? Time will tell. For now, Yes 2 Renewables will keep an eye on the situation…….

Nuclear reactors will not be playing a role in combatting climate change

it is quite safe to say that renewables will do more than “play roles” in a climate constrained world — they will play the major role.

Small-modular-reactor-dudIt would be astounding if a technology that exists only in PowerPoint presentations — magical small, cost-effective, fail-safe nuclear reactors — could possibly be researched, developed, demonstrated, and then scaled up fasterthan a host of carbon-free technologies that are already commercial today. And remember, most of those technologies, like solar and wind, have actually demonstrated a positive learning curve, unlike nuclear reactors!

To Those Who Want To See Nuclear Power Play A Bigger Role In Climate Action THINK PROGRESS, BY JOE ROMM ON NOVEMBER 4, 2013   Who killed nuclear power? Hint: It’s not the people who actively supported placing a high and rising price on carbon pollution.

Four of the country’s top climate experts have distributed an open letter “To those influencing environmental policy but opposed to nuclear power.” I have the greatest respect for James Hansen, Kerry Emanuel, Tom Wigley, and Ken Caldeira — and have written dozens of blog posts about their vital climate work.

But I think their letter is mis-addressed and also misses the key point about nuclear power — because it is so expensive, especially when done safely, the industry has no chance of revival absent a serious price on carbon.

While solar power and wind power continue to march down the experience curve to ever lower costs — solar panels have seen a staggering 99% drop in cost since 1977 — nuclear power has been heading in the opposite direction. Continue reading

The hazards, and low morale – Fukushima’s nuclear clean-up workers

Fukushima: Japan’s Cut-Price Nuclear Cleanup: Human Error, Plummeting Morale and Worker Exodus 福島は割引清掃 By Global Research News Global Research, November 04, 2013
The Asia-Pacific Journal, Vol. 11, Issue 43, No. 2, October 28, 2013
TEPCO woes continue amid human error, plummeting morale and worker exodus By Justin McCurry and David McNeill reporting from Fukushima

During a visit to Fukushima Daiichi in September, Abe Shinzo told workers: “the future of Japan rests on your shoulders. I am counting on you.”

The prime minister’s exhortation was directed at almost 6,000 technicians and engineers, truck drivers and builders who, almost three years after the plant suffered a triple meltdown, remain on the frontline of the world’s most hazardous industrial cleanup.

Yet as the challenges facing Fukushima Daiichi become clearer with every new radiation leak and mishap, the men responsible for cleaning up the plant are suffering from plummeting morale, health problems and deep anxiety about the future. Even now, at the start of a decommissioning operation that is expected to last four decades, the plant faces a shortage of workers qualified to manage the dangerous work that lies ahead, according to people with firsthand knowledge of the situation inside the facility. A sobering look at the question of ionising radiation and cancer

text ionisingExperts debate ‘safe’ dose of radiation http://www.wnem.com/story/23813407/experts-debate-safe-dose-of-radiation  Nov 06, 2013  By Kimberly Wright – email (RNN) – Is there such a thing as a safe dose of radiation? Some experts say no. Research shows that any dose of radiation increases an individual’s risk for the development of cancer.

Decades of research show clearly that any dose of radiation increases an individual’s risk for the development of cancer, according to the Physicians for Social Responsibility. The primary risk of radiation is cancer, according to the Environmental Protection Agency, with the higher the radiation dose, the greater the chance of developing cancer.

The chance of developing cancer, not the seriousness of the cancer, increases as the radiation dose goes up. It can be difficult to discern what causes cancer when it is detected, as cancers caused by radiation do not appear until years after the radiation exposure.

Some are more likely to develop cancer than others from radiation. Less likely, radiation can also cause genetic mutations and birth defects to a developing embryo or fetus. Fetuses are most susceptible to radiation exposure, following by infants, children, pregnant women and people with compromised immune systems, according to the Centers for Disease Control and Prevention. Fetuses are most sensitive between about eight to 15 weeks after conception. Continue reading

Bullying tactics by the anti wind farm lobby

Bullying from wind farm opponents a pattern of behaviour http://yes2renewables.org/2013/11/07/bullying-from-wind-farm-opponents-a-pattern-of-behaviour/ November 7, 2013 by  Last week, The Canberra Times reported that anti-wind farm campaigner Tony Hodgson has threatened legal action against neighbours who host turbines. The following is a letter to the editor published by the paper:

Anti-wind farm campaigner Tony Hodgson’s threats to sue neighbours who host turbines (‘Threat of legal action against wind farm hosts,’ October 29, p6) are not new.

Newman-Moaurice-climateEarlier this year it was reported that Maurice Newman, business advisor to Prime Minister Tony Abbott and board member of Tiger Airlines, issued a similar threat to Crookwell sheep farmer Charlie Prell. In both cases, the legals threats were made in relation to alleged health impacts of wind farms.

There are now 19 reviews by credible health bodies that show wind energy is clean and safe. It’s time for anti-wind farm groups to accept this and stop bullying potential turbine hosts–people who are seeking a drought-proof income stream for their farm and act on climate change.

It’s OK for people to have disagreements about the aesthetics of wind farms in the bush. Most Australians can accept that. What’s unacceptable is bullying behaviour in the form of legal threats. It’s divisive and prevents communities from assessing the merits of wind farms.

BHP used Australian spy agencies targeting Japan and China

Kloppers-blahAustralian spy agency helped BHP negotiate trade deals The Age, November 7, 2013  Philip Dorling BHP was among the companies helped by Australian spy agencies as they negotiated trade deals with Japan, a former Australian Secret Intelligence Service officer says.

A former diplomat has also confirmed Australian intelligence agencies have long targeted Japanese companies. Writing in The Japan Times, Professor Gregory Clark said Australian companies were beneficiaries of intelligence operations.

“In Australia, favoured firms getting spy material on Japanese contract policies and other business negotiations used to joke how [it had] ‘fallen off the back of a truck’,” Professor Clark wrote.

Business information is a main target for [intelligence] agencies, he said. “The targeting is also highly corrupting since the information can be passed on selectively to co-operative firms – often firms that provide employment and cover for spy operatives.”…….The former spy says informal exchanges with business executives were continuing when he retired in the 1990s. More recently, US diplomatic cables obtained by WikiLeaks and published by Fairfax Media in 2011 revealed former BHP Billiton chief executive Marius Kloppers privately offered “to trade confidences” with US officials about China.

”Kloppers has a keen interest in learning everything he can about the Chinese and is not shy about asking us for our impressions,” US Consul-General Michael Thurston reported to Washington in 2009. BHP declined to comment at the time. : http://www.smh.com.au/national/australian-spy-agency-helped-bhp-negotiate-trade-deals-20131106-2x1sw.html#ixzz2jzqhzexO

Risk -consequences balance make nuclear power completely unacceptable

Just because a big, powerful and wealthy industry conned a lot of governments into installing nuclear power plants, doesn’t mean the rest of us have to nod our heads and agree the matter is settled.

text-risk-assessmentThe risk might be very small – if you believe what those with a vested interest in nuclear power tell you. But the consequences if that small risk is realised are appalling.

Many nuke fans scoff at any safe potential alternative. But the fact is that one or two really decent technological breakthroughs in renewable energy could close the door on the nuclear power industry forever.

Nuclear fans forgetful   http://www.theherald.com.au/story/1889060/greg-ray-nuclear-fans-forgetful/?cs=391 By Greg RayNov. 5, 2013  SAVING the world from climate change by embracing nuclear power may be a good idea.

In the same way that liberating a country from a repressive regime by blowing the whole place to bits is a good idea.

Sorry nuke fans, but until you produce the  ‘‘safe’’ reactors you keep promising, I’m not interested in what you have to sell.

This week, just as I was well into reading Australian journalist Mark Willacy’s sobering book, Fukushima, and shaking my head at all the lies, all the cover-ups, all the dodgy deals, all the falsified safety reports and every other grotty piece of dirty linen associated with Japan’s nuclear industry, up comes some Aussie MP with the great idea that we talk about building reactors in Australia.

Liberal MP Jonathan O’Dea believes, unlike some high-profile party colleagues, that burning ever-increasing tonnages of coal is  ‘‘undoubtedly contributing to damage to our oceans and atmosphere’’.

So we should instantly switch to nukes, because they are so reliable these days that the  ‘‘probability of disaster is extremely small’’. It’s not a new idea, of course. Every few years somebody tries it on, with the familiar chorus of  ‘‘cheap, clean power’’ echoing from the throats of the enthusiasts. Continue reading

Former Liberal P.M. John Howard – climate sceptic and nuclear enthusiast

“My view is that the nuclear option should be kept on the table. As it becomes more economic to have nuclear power, we should entertain it.”

Howard-coffin

Former PM John Howard advocates use of nuclear power, unconvinced on climate change ‘catastrophe’ ABC News, 6 Nov 13, Former prime minister John Howard says claims about global warming are exaggerated. Mr Howard’s comments came ahead of a speech he is set to deliver to the Global Warming Policy Foundation in London.

The foundation is a think-tank established by Nigel Lawson, a former British chancellor of the exchequer, one of the UK’s most prominent climate change sceptics, and father of TV chef Nigella Lawson.

“I am opposed to putting a ludicrously heavy financial burden on often poorer people in the community in the name of shifting to renewables when I am unconvinced that catastrophe is around the corner,” Mr Howard said……

The former PM said he “respected” the science on climate change and was in favour of reducing greenhouse gas emissions. He said nuclear power, shale oil, and gas from fracking were the solutions to the world’s energy needs…….

“My view is that the nuclear option should be kept on the table. As it becomes more economic to have nuclear power, we should entertain it.”

Speaking about Australia’s uranium reserves, he said it was hypocritical for Australia to export uranium for international consumption, but not to use it for domestic power generation. He was reluctant to be drawn on Tony Abbott’s climate policies, but was critical of links made by some between the recent bushfires and global warming. http://www.abc.net.au/news/2013-11-06/howard-says-helping-people-out-of-poverty-more-important-than-c/5072162

The start of critically dangerous removal of Fukushima nuclear fuel rods now delayed

spent-fuel-rodsPostponed: Fuel removal attempt at Fukushima Unit 4 delayed, possibly for weeks — Gov’t safety agency wants tests conducted, as another ~M5 quake hits Eastern Japan http://enenews.com/postponed-fuel-removal-attempt-at-fukushima-unit-4-delayed-possibly-for-weeks-govt-safety-agency-wants-tests-conducted

The Japan Times, Nov 4, 2013: Tepco to conduct fuel removal test at reactor 4 […] Tokyo Electric Power Co. will conduct a fuel removal test at the No. 4 reactor building of the stricken Fukushima No. 1 power plant, delaying the start of the actual operation by up to two weeks, sources close to the matter said Monday. […]

The test was requested by the Japan Nuclear Energy Safety Organization. […] It has also urged Tepco to have its work evaluated by a group of Japanese and overseas experts formed by the International Research Institute for Nuclear Decommissioning, a Tokyo-based organization founded by Japanese government agencies, nuclear facility manufacturers and electric power companies.
Kyodo News,, Nov. 4, 2013: TEPCO to conduct test for Fukushima No. 4 unit fuel removal […] The operator of the plant, crippled in the March 2011 quake and tsunami disaster, planned to start removing nuclear fuel from a cooling pool at the reactor building as early as next Friday. The decision comes after a government-affiliated nuclear safety agency called for an initial test operation, including transporting a protective fuel cask from the storage pool to another pool in a different building about 100 meters away for more stable conditions for cooling spent fuel, the sources said. The administrative agency, the Japan Nuclear Energy Safety Organization, has already inspected equipment to be used in the fuel removal work […]

Fukushima nuclear plant will need eventual concrete cover, – sarcophagus

Japan Nuclear Engineer: I don’t think they’ll ever get Fukushima’s melted cores; Will probably start covering reactors in concrete — German Expert: May encase areas in sarcophagus http://enenews.com/japan-nuclear-engineer-dont

Helmholtz Special, 2012: Dr Walter Tromm is Spokesperson of the […] Nuclear Energy and Safety at the Karlsruhe Insititue of Technology, collaborates on international expert committees on the safety of nuclear reactors: “Debris and scrap metal are to be removed from the plant bit by bit in order to finally dismantle it and/or encase the areas with the highest degree of radioactivity in a sarcophagus.”

diagram-Chernobyl-sarcophag

Fukushima by Mark Willacy, book published July 1, 2013 (Excerpt): […] there was much -expert scepticism about whether the government’s 40-year road map would be achievable. ‘I also hope decommissioning can be completed in 40 years,’ said [nuclear-reactor engineer] Hiroaki Koide. ‘But I do not think it is possible.’ […] In an interview with me 20 months after the meltdowns, TEPCO also appeared to be backing away from its four-decade decommissioning road map, admitting that the task in front of the company was unprecedented. ‘We hope to accomplish it in 40 years as per our engineering schedule,’ said Junichi Matsumoto. ‘But we will need to develop manipulators and other jigs and containers to put the bits in.’ […] the gravest challenge would be locating and removing the melted cores inside reactors 1, 2 and 3. ‘I don’t think they can pick up the melted nuclear cores,’ said Koide.

‘Instead, they’ll probably start work to cover the reactors in a concrete sarcophagus. It will take them more than ten years to even begin this work. And then it will take decades to finish each sarcophagus.’

Graph shows UK’s, (and everyone’s ) nuclear power is unaffordable

Nuclear Prices Itself Out Of The Market — Graph, Clean Technica 6 Nov 13  Originally published on RenewEconomy The extent to which nuclear is being priced out of electricity markets has finally been revealed by the pricing mechanism unveiled by the British government in the deal to subsidise the Hinkley C nuclear.

The UK government will pay £92.5 for each megawatt hour produced from hinkley ($A154/MWh), around double the prevailing market price. This is after the UK supplied a loan guarantee for 65 per cent of the estimated $24 billion capital cost. The “strike price” – a fancy name for a feed in tariff – also has an escalator to take into account the impact of inflation, so the cost will rise in coming years.

So how does this compare with rival clean energy technologies? Pretty badly as it turns out.

This graph below, published by Craig Morris in Renewable Energy World reveals that the rates that will be offered for new nuclear from 2023 in the UK are far above what solar and wind currently cost. And, as Morris points out, the rates for solar and wind will go down by then, not up! Even offshore wind is getting £95/MWh from 2018 in the UK, but only for 15 years and without any loan guarantees.

graph-UK-costs

This second graph below is even more interesting. It takes into account all the expensive PV that was installed with really high feed in tariffs at the start of Germany’s energy transition before the price of solar fell dramatically. From 2023, when the Hinkley reactor is due to be switched on, nuclear at this price still fairs poorly, and as the cost of those tariffs continue to decline, the cost of nuclear will continue to rise. It’s probably as good an illustration as any as to why Germany are not interested in new nuclear power station, and few countries are.

European Union proposal for mandatory disaster insurance for nuclear power plants

text-risk-assessmentEU seeks nuclear power disaster insurance plan  http://www.miamiherald.com/2013/11/05/3732827/eu-seeks-nuclear-power-disaster.htmlTHE ASSOCIATED PRESS 5 NOV 13  BRUSSELS — The European Commission’s energy chief says the bloc’s executive arm will present a proposal on mandatory disaster insurance for nuclear power plants in coming weeks.

Guenther Oettinger said Tuesday the proposal should be one of the first items on the European Parliament’s agenda following elections in May. He declined to elaborate.

The world’s nuclear power plants have hardly any coverage. Governments implicitly guarantee they’ll pay for the bulk of a disaster.

In several EU nations, required insurance only covers liabilities of a few hundred million dollars, while a worst-case scenario accident is estimated to cost up to hundreds of billions. In the U.S., the necessary insurance for nuclear operators is capped at just $375 million per plant, with further claims funded by utilities up to a maximum of $12.6 billion.

Australian reporter stunned by cover-up and lies about Fukushima radiation

Book Mark WillacyReporter in Japan: I’m stunned by brazen cover-up and lies over effects of Fukushima radiation; An epic, unfolding tragedy — Physician: Response has been ‘unthinkable’ (VIDEO) http://enenews.com/reporter-in-japan-im-stunned-by-brazen-cover-up-and-lies-over-effects-of-fukushima-radiation-physician-response-has-been-unthinkable-video
Title: Japan – The Next Wave – Foreign Correspondent – ABC

Date: Nov. 5, 2013

Transcript Excerpts

Mark Willacy, reporter: I’ve been stunned by the brazen and often clumsy efforts to cover-up and lie about the effects and extent of the radiation damage. […] It’s abundantly clear many aspects of this epic, unfolding tragedy are yet to be written — the nuclear fallout will see to that.

Tomoko Koike. mother of 2 and 4 year old in Fukushima Precture: We do not know the real situation. We don’t know whats going on. I can’t trust them. […] My children had never contracted influenza before, even without vaccination. But they contracted it last year. Their vulnerability to illness has increased. […]

Willacy: Her children have already been screened and cleared in tests run by the Fukushima local government. But a follow up screening here at the private Hirata hospital revealed cysts on the thyroid gland of 4 year old Saki.

Koike: A couple of cysts were found. I was very shocked. I don’t know whether the examination by the prefecture was sloppy, or that she wasn’t examined properly.

Dr. Minoru Kamata: It was disclosed that the Fuksuhima health investigation committee was having several secret meetings. I feel the response to this issue has been unthinkable for a democratic nation.
