New design to make wave energy commercially attractive

waveResearchers making waves in bid to harness renewable energy, ABC News 10 Nov 14 By Damian McIntyre A team of researchers in Tasmania is testing equipment designed to capture an endless supply of clean energy generated by waves.

The Australian Maritime College in Launceston and a West Australian company have joined forces to test the commercial viability of the wave energy converter.

The director of Bombora Wave Power, Shawn Ryan, was optimistic the design would eventually lead to a commercial venture.”We think we’ve solved the issues of the predecessors that have gone before us,” he said. “The key criteria we looked at was survivability, so you’ve got to survive those large storm events that have highly energetic sea states and cost of electricity is the dominant consideration.

“It’s seabed mounted so that we can potentially survive those larger storm events that others have had difficulty trying to get through.

“With a number of different design features, we think that we’ve cracked the kernel.” here are several trials underway in Australia but so far there are no large scale operations.

Tony Abbott thinks that he can get away with one tiny concession on climate change, at the G20

Government resists calls for climate change to be listed as a major agenda item, but agrees to include in final communique Australia has reluctantly conceded that climate change can be included in a single brief paragraph of the G20 leaders’ communique after heavy lobbying by the US and European nations.

The government had resisted any discussion of climate at the Brisbane meeting on the grounds that the G20 is primarily an economic forum, but other nations argued leaders’ agreements at meetings like the G20 are crucial to build momentum towards a successful international deal at the United Nations conference on climate change in Paris next year.

The final wording of the leaders’ statement after the meeting is still being finalised but it is believed to simply recommit to addressing climate change through UN processes.

The outcome – and Australia’s resistance – have been attacked by the leading climate economist Lord Nicholas Stern, who has written for Guardian Australia that the latest “synthesis” report by the Intergovernmental Panel on Climate Change (IPCC) should be “high on the agenda” for the G20 meeting.

“The G20 is the most effective forum for the discussion of the growth story of the future, the transition to the low-carbon economy. Yet the local politics of a country of less than 25 million is being allowed to prevent essential strategic discussions of an issue that is of fundamental importance to the prosperity and well-being of the world’s population of 7 billion people,” he writes.

Australia has agreed the G20 should discuss climate-related issues as part of its deliberations on energy efficiency, but this also appears to be wrapped up in a general commitment that countries consider taking action in the future on some of a long list of areas where energy efficiency improvements might be made……

In a special “message” about the G20 release on Sunday, Tony Abbott also did not mention climate change……..

Tony Abbott to tell G20 that cutting payments to unemployed will boost economic growth

Abbott-destroyerCuts to jobless benefits will boost economic growth, Australia tells G20, SMH  November 10, 2014  National Affairs Editor The Australian government has cited controversial cuts to unemployment benefits as one of the key structural reforms that will increase economic activity by 2 per cent, according to a draft of its growth strategy to be submitted to the G20 leaders’ summit.

The reference to the jobless reforms – which include a measure preventing unemployed people under 30 from accessing welfare payments for up to six months – comes even though the changes have been blocked in the Senate.

The objective of boosting economic growth by 2 per cent “above what is currently expected” during the next five years is the main goal of the G20 meeting, to be held in Brisbane at the weekend.

 Labor assistant treasury spokesman Andrew Leigh says the plan will suppress growth.

Each of the countries that make up the G20  is required to submit action plans to boost growth ahead of the meeting.

According to a draft of Australia’s action plan obtained by Fairfax Media, the Abbott government nominates five key commitments that underpin its pledge.

“Employment welfare reforms” is ranked as the  No 2 commitment, and notes that the changes will “strengthen participation and activation strategies”.

By cutting payments entirely to some unemployed and requiring jobseekers to search for more jobs to qualify for payments, the government argues it will spur the unemployed to look for work rather than live on welfare, thereby boosting economic activity……….

According to its draft action plan for growth, the government’s first key commitment to expanding economic activity is infrastructure spending, including its “asset recycling initiative” – encouraging state governments to privatise assets and then plough the proceeds into new projects. Australia well out of the race, as renewable energy investment goes to China and USA

The slide in investment has seen China consolidate its position as the world’s renewable energy powerhouse, according to the Climate Council Report, Lagging Behind: Australia and the Global Response to Climate Change.

“Investment that could be coming to Australia is instead going overseas to countries that are moving to a renewables energy future,” report’s co-author, Professor Tim Flannery said. “Unfortunately the lack of federal government commitment to renewable energy is hurting the industry.”

Australia has come under pressure to cut its carbon emissions deeper after the European Union last week agreed on a new target of 40 per cent by 2030.

The agreement, labelled by the EU as a new global standard, also includes a 27 per cent target for renewable energy by 2030. The coalition government has said it will consider a new post-2020 target in early 2015 before a United Nations conference in Paris, where a new commitment will be discussed and possibly settled.

Prof Flannery said over the past year investment in Australian renewable energy projects dropped 70 per cent, while China installed more renewable energy capacity than fossil fuels in 2013. Continue reading

Business Council of Australia offers dodgy bribe to Australian Renewable Energy Agency

a-cat-CANI see this deal as a very dodgy one for  the Australian Renewable Energy Agency, (ARENA)   ARENA is fighting for its life –  no guarantee that it will survive beyond 2014.  The Business Council of Australia (BCA) is bribing it to include the wasteful and useless Carbon Capture and Storage project to be included in ARENA’s brief.  And that’s not all.  Look out for those weasel words “low emissions technologies”.  For the BCA, tied as it is to nuclear lobby enthusiasts, “low emissions technologies” include nuclear power. Matthew Franklin reported, in  The Australian  March 01, 2011  on a BCA report arguing  that “the nation must consider all power sources to meet rising energy needs, including nuclear power”

The Business Council of Australia proposals for ARENA are contained in a paper that also urges a swift bipartisan deal on the renewable energy target.

Under a deal that the government struck with the crossbenchers in order to get the $2.55 billion Emissions Reduction Fund through the Senate, the government promised that it would not reintroduce bills to abolish the Clean Energy Finance Corporation and the ARENA in the spring sitting ­period — which guarantees it would not be abolished before the end of 2014.

In its report on energy policy, the BCA calls for the ARENA’s mandate to be expanded so that as well as overseeing the renewable energy sector it supported “emerging low-emission technology and systems”……….

Finance Minister Mathias Cormann told the Senate on ­October 30 that the “government’s position is that we are committed to the abolition” of the ARENA and the CEFC………

On the RET, the paper says that, unless a compromise deal is reached on the target, ­investment in wind energy could stall.

“Unless a compromise deal can be reached on the RET, ­investment in wind is unlikely to occur, creating the risk of higher electricity prices for consumers,” the paper says.

Tanami region of Central Australia – no nuclear wastes, rules Central Land Council

highly-recommendedTraditional owners in the Tanami region were considering nominating land to become a dump, but at a meeting this week delegates heard of opposition to the move from traditional owners and affected communities, the CLC said.

Federal Government Industry Minister Ian Macfarlane has said there has to be unanimous support for the move for a site to be successful.

“The delegates heard that the CLC has received formal correspondence and public statements from the traditional owners and residents of affected communities who are opposed to a nuclear waste dump in the area,” the CLC said.

Given that a nuclear waste dump is forever it’s just not fair to ask people to make this decision without a comprehensive proposal  – CLC director David Ross

“Industry Minister Ian Macfarlane’s requirement of a site ‘free from dispute’ cannot therefore be met,” it said. The CLC, a statutory body tasked with a duty to consult traditional owners and other Aboriginal people about any proposals, covers an area of about 776,000 square kilometres, with the Tanami region a sizeable part of that.

The entire Tanami is 178,000 square kilometres.

The CLC also dealt a blow to Federal Government hopes of finding a new site to build a nuclear waste dump, saying the nomination process was unfair and would have seen Aboriginal groups make a decision without enough information.

“The process enshrined in the National Radioactive Waste Management Act 2012 expects traditional owners to volunteer a site without knowing all the information,” a statement from CLC director David Ross read.

“Yet once a site is nominated they cannot change their mind when they find out the full story.

For the moment, Aboriginal Land Rights in New South Wales are safe

Aboriginal Land Rights Safe for Now, Pro Bono News, November 6, 2014   Author: Xavier Smerdon An Aboriginal land rights advocacy group has welcomed the New South Wales Government’s decision to drop a plan that could have retrospectively extinguished almost 2000 Aboriginal land claims, some dating back as far as two decades.

The NSW Aboriginal Land Council said the Baird Government had withdrawn its controversial Crown Lands Amendment Bill.

“Moving forward we’re happy to talk to the Government, but this Bill was divisive and discriminatory and undermined Land Rights” NSW Aboriginal Land Council Chairman Craig Cromelin said.

“We call on the Government to respectfully deal with Land Rights and start from scratch by genuinely consulting with Aboriginal people before any changes are made to the way Crown Lands in NSW are managed.”………

Cromelin said a community rally held to fight the Bill had helped lead to its withdrawal.

“It means a lot to us to see such a great turnout from mob at such short notice, especially as many people travelled great distances, as well as those who sent letters, emails and tweets to protest against the Bill” he said.

Aboriginal people really cannot trust the New South Wales Baird Government

The government’s hurried assault on Aboriginal land rights – albeit followed by a hasty retreat – is a deeply unfortunate development, and has badly damaged any trust Aboriginal people can have in the Baird government in treating matters of Aboriginal rights with honesty and integrity.

However, the fact that we even got to this point is a matter of grave concern to Aboriginal people across NSW, and the country.

In October, minister for western NSW Kevin Humphries announced his intention to introduce legislation to parliament which extinguished land claims under the NSW Aboriginal Land Rights Act on beaches and coastal reserves. It would have affected have affected more than 600 current Aboriginal land claims around NSW. This is the legilsation which was withdrew on Monday. Continue reading

No testing of imported foodstuffs for radioactive contamination

Living Safe,  Nicole Moir, 8 Nov 14, I am bringing this important issue to the forefront over and over again as I want, as do many others, for the Australian and European government to take steps to protect us from radiation in food and raw ingredients. I have spent the last few months researching into food and raw ingredients, especially certified organic products, grown and harvested from regions affected by radiation by the two huge and tragic accidents of both Chernobyl and Fukushima. Unbelievably it seems the official organic certification bodies in both Australia and Europe don’t test food and raw ingredients for radiation, but trustingly and surprisingly,

rely on the government bodies to advise them in this area and in Australia ARPANSA the government body doesn’t feel there is enough of a risk to warrant it! Radiation contamination takes hundreds of years to dissipate and not just a few years, as is the case with Fukushima and a couple decades as is the case with Chernobyl…..

Did you know that ARPANSA stopped testing ALL products from Japan in January 2014 and yet the contamination is spreading across the Pacific and the leak is not contained?……

a reply letter from the European Commission Unit F4.2. ………….was even more worrying, as they admit they don’t conduct regular testing, yet they admit that  in the last few years they were notified of higher than acceptable levels of radiation is some wild foods grown in Italy and the Ukraine/Belarus.  I knew this as I had seen articles in newspapers of radiation in certified organic blueberry jam made in Italy from imported ingredients and also high radiation in wild mushrooms imported into Switzerland.……….

Scientists and Aboriginal land-managers work together to reduce greenhouse gas emissions

Scientists working together with indigenous land-managers have reduced Australia’s greenhouse gas emissions by half a million tonnes. IMPROVING FIRE MANAGEMENT in the tropical savannah of northern Australia has reduced greenhouse gas emissions by more than 500,000 tonnes over the past year.

By reintroducing traditional fire knowledge and practices, local land managers have benefited through the sale of carbon credits, as well as helping the environment.

“Methane and nitrous oxide emissions from savannah burning represent about three per cent of Australia’s total greenhouse gas emissions,” said the CSIRO’s Dr Garry Cook at the 2014 annual conference of the Ecological Society of Australia in Alice Springs in September.

“Since European settlement, fires in the north have increased in size and severity. This has threatened biodiversity as well as increased greenhouse gas emissions,” he said.

Australia’s tropical savannah landscape is enormous — it covers an area of some 1.9 million square kilometres, or about one quarter of the entire continent. The landscape is mainly forests and woodlands consisting of wide fields of grass with scattered eucalypt trees.

The savannah stretches from Rockhampton on the Queensland coast up to the tip of Cape York and across to the Kimberley region of Western Australia on the Indian Ocean.

Frequent fires are a characteristic of the landscape, and the vast majority are deliberately lit without any authorisation. Tens of thousands of square kilometres burn every year during the northern dry season.

Many local Aboriginal communities have retained their traditional fire knowledge, and these communities hold deep aspirations to fulfil long-held cultural obligations regarding country. Dr Cook said the Commonwealth’s Carbon Farming Initiative provided the impetus to restore traditional fire management practices on aboriginal homelands, combining modern environmental and fire science with traditional mosaic burning practices.

“In order to reduce greenhouse gas emissions under the methodology, land managers need to burn early in the dry season to protect the landscape from the more intense fires that would otherwise occur later in the dry season,” he said.

“Early dry-season fires are generally low in intensity; they trickle through the landscape and burn only some of the fuel, creating a network of burnt firebreaks. These stop the late dry-season fires sweeping through large areas and releasing large amounts of methane and nitrous oxide.

“Most savannahs burn on average once in every two to four years, in the late dry season, and it’s these fires that produce between three and four per cent of Australia’s accountable greenhouse emissions. The methodology helps reduce these emissions by using low-intensity, patchy early dry-season fires to reduce the overall fire frequency and proportion of late dry-season fires, which tend to be much larger and more intense,” Dr Cook said.

The savannah burning methodology for reducing methane and nitrous oxide emissions was developed by a team from CSIRO, the Charles Darwin University’s Centre for Bushfire Research, the Northern Australia Indigenous Land and Sea Management Alliance, and Aboriginal landowners and rangers in northern Australia.

Dr Cook said, “It’s lovely to see science being applied to improve land management in that part of the world: we’re talking very remote country, very limited resources for land management, and very sparse populations. It’s had a great impact.”

First Nations people along with the rest of the population from the southern regions of Australia were subject to horrific fallout from atomic testing carried out in these remote areas.
Permission was never sort from the Aboriginal nations.

From 1952 to 1963 atomic testing covered vast areas of South Australia including Maralinga and Emu Fields test sites.
In November 2014 there will be a 3 week road trip to archive the stories of the people from Arabuna, Walitina, Ceduna, and Yalata country to produce film, audio and digital documentaries. We will begin a data base of the families affected, the geographical distributions of fall out and detrimental health repercussions of these unconsented tests.

The project will meet with people and family members who remained in the vicinity of the testing who were exposed to the immediate effects of radiological poison; people who were transmigrated from their homelands under duress to missions including Yalata in the south west of the state and people who suffer intergenerational impacts first hand at the expense of the atomic tests.

Nuclear weapons are the most destructive, inhumane and indiscriminate weapons ever created. Both in the scale of the devastation they cause, and in their uniquely persistent, spreading, genetically damaging radioactive fallout, they are unlike any other weapons.

Many Aboriginal people in South Australia still rely on bush foods – plants and animals sourced from land that still is contaminated. The possibility of bioaccumulation is very real. Certainly the stories of early death from cancer, thyroid disease and congenital deformities are continuing.

The nuclear testings lead to widespread dispersion of radioactive material in the local environment. The Anangu Aboriginal people who lived the area called it “puyu” or “black mist”.

UK servicemen, Australian soldiers and civilians, including Indigenous people, were all exposed to radiation. Illnesses reportedly included cancer, blood diseases, eye problems, skin rashes, blindness, vomitting, which are all symptoms of radioactive poisoning.

Between 1953 and 1957, two nuclear devices were detonated at Emu and seven at Maralinga, the Department of Industry reported. According to the Australian Radiationn Protection and Nuclear Safety Agency (ARPANSA) these “major trials” have largely decayed and are “no longer a significant health risk” as these nuclear devices were conducted at higher altitudes (from balloons).

However, the biggest cause of contamination was from “minor trials”, which were weapons development trials that investigated the performance of various components of a nuclear device. Although minor trials didn’t involve nuclear explosions, they did contain radioactive material.

Since contamination remains on or close to the ground surface, there is a significant health risk for locals. Three sites, Taranaki, TM100/101 (TMs), and Wewak remained highly contaminated with plutonium 40 years later……..

Were victims compensated by the British government?

Aboriginal people exposed to British nuclear tests in South Australia during the 1950s are being told they have no hope of compensation. British firm Hickman and Rose had hoped to represent more than 150 civilians, if a huge class action by 1,000 British veterans had succeeded.

But the class action was blocked – the UK Supreme Court ruling that 60 years after the event their claims were too late, the causes of their illnesses apparently unprovable. (Read the full judgment here)

The Australian Greens’ nuclear spokesman Scott Ludlam said the dangers of radiation are well known and it’s unfair to ask Aboriginal people with scant medical records to prove a direct link between exposure to fallout and subsequent sickness.

“The British courts have blocked the application from Defence personnel and Aboriginal people in central Australia by saying you can’t prove those radiations exposures are what caused your illness,” he said. “Now, we know that ionising radiation is harmful for health – we know that for a fact. The right thing for the British Government to do is make an Act of Grace payment to the people who they injured in their nuclear weapons tests.”

Environment groups call for full disclosure of Energy Resources of Australia’s Kakadu uranium plan

kakaduNorthern Territory and national environment groups have pledged to fight a proposal for a new underground uranium mine within the boundaries of Kakadu National Park, arguing the proponent Energy Resources of Australia has failed to supply key details that would allow NT and federal environment ministers to make an informed assessment of the project’s economic risks.

Energy Resources of Australia, majority owned by Rio Tinto, has submitted a Draft Environment Impact Assessment prior to finalising and releasing a pre-feasibility study that contains important project details, including economic data directly relevant to the company’s unproven capacity to rehabilitate the troubled mine site.

“ERA’s financial struggles are well known to investors who have fled the depressed uranium sector in droves since Fukushima,” said Lauren Mellor of the Environment Centre NT.

“The company has lost more than $400 million since the disaster, which was directly fuelled by Australian uranium, struck in 2011.

“With rehabilitation liabilities of more than $700 million – worth more than ERA’s market value – the company has warned the ASX it may not be able to fully fund future rehabilitation. Federal and NT assessors should demand all project data be made available for public scrutiny during the assessment process.”

ERA is required to end mining and mineral processing at the Ranger mine in January 2021 and the groups are concerned that the planned new underground operation, known as Ranger 3 Deeps, would complicate and delay the company’s mandated clean up and rehabilitation period.

“Ranger has been operating inside Kakadu for more than three decades and has experienced hundreds of leaks, spills and license breaches in that time, including a major radioactive spill last year that shut the plant for six months,” said the Australian Conservation Foundation’s Dave Sweeney.

“The mine is ageing, failing and is overdue for retirement. But instead of a planned and costed clean up and exit plan, ERA is pushing ahead with incomplete plans for a new underground mine, playing radioactive roulette at Ranger.”

“We will actively contest any new uranium mine in Kakadu because this company has a track record of broken pipes and broken promises.

“Federal and NT Environment Ministers responsible for assessment of the Ranger 3 Deeps project should require ERA to come clean about its plans and its projections and ensure all the missing project data is provided for public scrutiny.”
