Ben HydeSunday Mail AFL chief executive Gillon McLachlan has launched court action over the approval of a massive wind farm on the doorstep of his family’s historic Rosebank property, near Mt Pleasant.

Mr McLachlan has appealed against the approval of the $700 million wind farm, to feature 114 turbines standing up to 165m high dotted along the ranges between Palmer, Tungkillo and Sanderston.

The appeal is listed against wind farm developers Trustpower, the Mid Murray Council, Environment Protection Agency, the Planning Department and the Environment Minister.

A preliminary conference is scheduled to be heard in the Environment, Resources and Development Court by Commissioner Lolita Mohyla at 3.30pm tomorrow.

Mr McLachlan’s is one of four appeals filed against the wind farm, which was approved by the Mid Murray Council’s development assessment panel on December 18. He yesterday declined to comment about the appeal.

In December, he submitted a video message to the development assessment panel opposing the wind farm being built.

Even if it were to be conclusively established wind farms do not produce health problems, it’s annoying and affects quality of life,” he said.

“I was frankly heartbroken that this land will be forever marred by enormous man-made structures.”

Canberra’s Williamsdale Solar Farm approved

The ACT’s Minister for Planning and Land Management has approved a development proposal for a 11.18MW solar farm to be constructed south of Canberra, near Williamsdale.

The proposal was “called in”, meaning the Minister assumed the role of assessment manager for the development application. The Minister is able to call in a project if a development is considered a major policy issue, has a major effect on government objectives and provides a substantial benefit.

“Once completed, the solar farm will power more than 2500 homes, contributing to the Territory’s renewable energy and greenhouse gas reduction targets,” said Minister Mick Gentleman.

“Under the Territory’s greenhouse gas reduction strategy, renewable energy will account for roughly 73 per cent of the emission reductions needed if the ACT is to reach its legislated 2020 target.”

The solar farm will be situated on farmland near the Monaro Highway and Angle Crossing Road in Tuggeranong, at a site just a couple of hundred metres from the ACT’s border with New South Wales. The new solar power station will be around 10 kilometres from the 24MW Royalla Solar Farm.

Minister Gentleman stated he has imposed strict conditions on the development as part of his decision, in order to address concerns raised in four submissions by members of the community. One of those conditions is that non-glare materials be used. Appropriate landscaping works will also be carried out and sufficient bushfire management measures put in place.

Even with the conditions imposed on the Williamsdale project, some still aren’t happy the project is going ahead and feel the consultation process was lacking.

The Williamsdale site wasn’t the first choice for the solar farm. It was originally proposed to be built adjacent to Uriarra Village. However, many Uriarra Village residents were strongly opposed to the project; primarily on the basis of aesthetics and what they stated was a lack of procedural fairness.

The ACT has a legislated target of 90% renewable energy by 2020; a goal it appears it will reach. In August, ACT Labor proposed an even more ambitious renewables target – 100% by 2025.

It’s Big Money that impels politicians to promote the nuclear industry

Those that support nuclear power because nuclear power somehow supports them; no matter what the health implications or other “costs” are for others.

The “other” reason is that the Nuclear Industry and their Utilities are desperate to create a radioactive waste dumping site for waste is that they are going to want to site Small Modular Reactors (SMRs) very soon, which companies like SD’s General Atomic are now working on. Since CA has a law that says no more nuclear reactors, until a waste site is developed, the lack of a disposal site is the biggest roadblock they face preventing them from deploying SMRs in CA.

I believe that most Utilities will want to phase out Nat. Gas fired Peaker plants and install SMR’s “because they don’t emit CO2.” That is, unless they are going to be making big money using nat. gas like SDG&E will be, since they already have a contract to import Nat. Gas from Mexico (which Sempra owns a share of, so they will be kind of buying Nat. Gas from themselves) for use in their two new state of the art Billion Dollar Peaker Plants that the CPUC just approved for them (despite the fact that the cost of Wind and Solar generation continues to drop almost monthly)!

SCE just had the CPUC decide against approving a Nat. Gas Peaker plant for them, so you can bet that they are now getting “very excited” about installing one or more SMR’s at San Onofre, since the grid wiring connection is already in place and they are going to be guarding that “nuclear waste” site for decades to come.

Anti nuclear atomic physicist is South Australia’s Senior Citizen of The Year

Oliphant, Monica copyAustralia Day: Scientist Monica Oliphant powers on to realise renewable energy vision, ABC News, By Nicola Gage  25 Jan 16,  Age seems to be no barrier for pioneering scientist and South Australia’s Senior Citizen of the Year Monica Oliphant. After more than half a century dedicating her life to the renewable energy sector, she has hardly slowed down, at a time when clean energy has become very much mainstream.

“There’s no limit almost to what they can be used for,” she said. “Power generation, charging electric vehicles, charging up your mobile phone, lots of applications.”

But when the passionate physicist began working in the sector, all of those applications were just a thought bubble.

So too were women in science. In the early 60s, Ms Oliphant was the only female in her class to complete her honours in physics. That is where she met her husband Michael, the son of Australia’s pre-eminent scientist and former South Australian governor, Sir Mark Oliphant. She said her father-in-law pushed her to continue with her work.

“I was in awe of him but he did inspire me to always say your mind and to not be frightened of saying what you think,” she said.  It was advice she held on to throughout her 18 years at South Australia’s Electricity Trust, when renewables were viewed with suspicion…….

Renewable energy vision becomes mainstream

Slowly, she worked her way out of the corner, with her research helping to prove the worth of solar panels, as the sector became more financially viable.

“I would think that the big break was the German-introduced feed-in tariff,” Ms Oliphant said.

“South Australia was the first to pick up in Australia and that has helped reduce costs and it has taken off since then…….

Last year she travelled overseas to help with a renewable energy project in China.

Ms Oliphant considers herself a tree-hugger and despite beginning her career in atomic energy, she said there was no need for South Australia to invest in nuclear energy.

A royal commission is currently underway into the state’s nuclear fuel cycle.

“For South Australia, with 41 per cent of intermittent renewables on our energy mix, we just don’t need nuclear energy,” Ms Oliphant said.

Science researcher debunks Tony Abbott’s climate claims

Abbott-pants-on-fireTony Abbott’s climate claims debunked: researcher dissects 2013 statement Guardian, , 23 Jan 16  Sophie Lewis was so annoyed about the way science was ignored in the political debate about climate change she went to work to disprove the myths. Climate scientists are regularly infuriated by the things politicians say. But it’s not often they publish a scientific paper tearing a politician’s comments to shreds.

Sophie Lewis, from the Australian Research Council’s centre for excellence in climate science, has done exactly that, dissecting statements about climate records made by the former prime ministerTony Abbott in 2013.

Last week, temperature figures showed 2015 was officially the hottest year on record. Before that, 2014 was the hottest year on record. And scientists are expecting 2016 to once again win the dubious honour.

Heat records are being broken with wild abandon. Last year, 10 months broke temperature records.

Climate scientists say a rise in the average temperature caused by greenhouse gas emissions makes extreme heat records more likely.

In 2013, the UN’s top climate official, Christiana Figueres, linked bushfires in Australia to climate change. Abbott called such claims “complete hogwash” and said drawing links between broken records and climate change was a sign of desperation.

Lewis says she was frustrated by the gap she saw between what the science showed and what some politicians said was happening.

In a peer-reviewed paper published in the journal Weather and Climate Extremes, Lewis pulls Abbot’s comments apart, shred by shred…………

The first way to understand Abbott’s claim is that in any system, the longer you wait, the more often you will see records fall. But Lewis points out that the exact opposite is true. In a system without any sort of trend, such as a random string of temperatures, the first one will be a record-breaker, by default. The second one will have a 50% chance of being a record-breaker. The third has a one in three chance of being a record breaker … and so on. In a very long temperature series, you should see very few records being broken, and they will break less often over time.

Unless, of course, there is a warming or cooling trend………

Lewis ran a series of climate models in which the greenhouse effect was removed – so all that was left was natural variability. Unsurprisingly, in those models, high temperature records were less common than they are in reality. Medical isotopes: tax-payer funded ANSTO should be promoting non nuclear technology

Executive summary ANSTO (the Australian Nuclear Science and Technology Organisation) is currently planning to dramatically increase the use of the Lucas Heights OPAL reactor to supply a third of the world market with medical isotopes, and is constructing a new facility to be completed by the end 2016. This will result in 97% of the medical isotopes produced at Lucas Heights being sold on the export market, with 3% for Australian use.
1 Australia would be better served in the future by following the Canadian example and using cyclotrons to produce medical isotopes.
Recent advances create a choice as to whether we continue reactor manufacture, or develop cyclotron capacity in Australia.
Reactor production of isotopes has been shown to be unreliable with at times worldwide shortages of supply, due to unplanned outages. Cyclotron use would be more reliable, decentralised and both cheaper and cleaner.
Reactor isotope production and sale can only occur with significant subisidies from government. Canada, who supplies over 30 % of the world market, is phasing out reactor isotope production due to concerns about reliability, cost, radioactive waste accumulation and other issues.
Reactor use generates a significant long-lived Intermediate Level Waste waste burden which must be safeguarded for tens of thousands of years.
Provision of subsidised reactor based isotopes internationally is likely to slow the uptake of cyclotron technology in many countries.
In contrast, cylotron technology is cheaper, less prone to shortages of supply, and does not produce any long lived nuclear waste, and will be commercially feasible in the near future.
 ANSTO is a tax payer funded organisation. It should be leading the debate on this issue, and providing accurate and up to date information.
 The current proposal from ANSTO to markedly increase reactor isotope production should be subject to extensive public consultation, given it will have repercussions that include the need for major subsidies, less reliability of supply for nuclear medical care and result in the production of waste that will impact on future generations for millennia. …………

Campaign against Oman Ama nuclear dump site is gaining momentum

From hitting the streets of Inglewood to reaching thousands of people online, the group is doing what it can to get its message across. Placards, banners and signs have been displayed across the area, while leaflets have been distributed to every home in Inglewood. The group’s information street stall in Inglewood is also gathering momentum.

Information street stall group members Vanessa Grady and Rechelle Privitera said they believed the overwhelming mood on the street was people did not want the nuclear waste facility. While some were hesitant about signing the petition, street stall members claimed people were happy to sign once they read the information available.

So far the Friends of Oman Ama’s petition has gathered several hundred signatures. The group is encouraging people to have their say on the issue as the consultation continues.

Resident Sue Campbell said the proposal had challenged the community. “I feel we need to come together as a community and determine our own future,” she said. “We need to decide what we want this community to look like in 10, 20 or 30 years time.”

Community consultation on the issue ends on Friday, March 11, at 5pm.

“A recent report (2010) from the OECD Nuclear Energy Agency indicates that non-reactor technologies for Mo-99 production are still decades away from fruition, and expresses strong doubts as to whether they could ever substitute for reactor technologies.  Clearly in 2016 this is not the case. It is surprising and concerning that the enormous and very well publicised technological advances made in Canada are not acknowledged. It is important that ANSTO provides up to date and balanced information to government and the public, so that it is not perceived as behaving like a vested interest. 
The research and development of cyclotron production of isotopes has created a significant manufacturing export opening for Canada. There may be an opportunity for the Australian government to partner with the Canadian research, and develop a manufacturing /export based industry in Australia.
Conclusion  Australia’s proposal to increase production of isotopes at the OPAL Lucas Heights reactor comes at a turning point in the technology. We have a choice as to whether we continue reactor manufacture, or develop cyclotron capacity in Australia.

South Australian Cabinet gets two new pro nuclear enthusiasts

Nuclear lobby on South Aust govt copyLeesa Vlahos’ elevation to the Cabinet of South Australia in the Jay Weatherill government was announced on 18 January 2016.

  Vlahos was described by the Australian Financial Review as ‘staunchly pro-nuclear’ and advocated for nuclear power in Australia during the lead-up to the Royal Commission into South Australia’s future role in the nuclear fuel cycle.  In her 2015 submission in response to the Terms of Reference for the Royal Commission she stated that she had been an advocate for a “modern and safe” nuclear industry for South Australia “for years”. She also encouraged an investigation of the possibility of developing Thorium-fueled nuclear power.

Peter Malinauskas’ elevation to the Cabinet of South Australia in the Jay Weatherill government was announced on 18 January 2016.

In February 2014, Malinauskas expressed his openly pro-nuclear position to the media. At the time, the Labor party remained opposed to the establishment of a new nuclear waste repository or nuclear power plant in South Australia. He told The Advertiser:

“I believe climate change is a real challenge we need to face up to, and nuclear energy can be a safe source of base load power, with zero carbon emissions… We should have a mature debate based on science and economics to determine if a nuclear industry is viable in SA.”

That gives the Weatherill gov’t at least 3 spokespeople within Cabinet (including Koutsantonis) who can sing the praises of the Commission’s findings when released next month.

Mongolia secret [but failed] nuclear waste deal – a model for Australia?

This article relates to Mongolia, but the principles would also apply to Australia, on the basis that anywhere will do. The waste in question is not only Japanese waste, but also waste produced in nuclear power plants exported by Toshiba/Westinghouse

secret-agent-Smwhile ostensibly the negotiations were between the three governments, the plans for the deal were drawn up by the U.S. and Toshiba with the aim of selling nuclear power plants to emerging economies under a scheme called Comprehensive Fuel Service.

According to this scheme, vendors assure potential customers that they will handle any future nuclear secret-dealswaste produced by power plants the customers buy, which is why Mongolia’s acceptance of such waste is so important. Due to local resistance, neither the U.S. nor Japan has anywhere to dump spent fuel, even their own.

The reason Yamada became so interested in this topic years after the fact is that in the meantime, Toshiba has been caught up in financial scandals that have brought the company to its knees, and he wanted to explore the connection between Toshiba’s nuclear energy business and its fiscal woes.

Japanese press outlets often cover scoops from competing outlets, but it’s rare to build on a competitor’s story with original reporting, especially when the scoop is a few years old. In December, the weekly magazine Aera, which is affiliated with the Asahi Shimbun, ran an article about a secret meeting that took place between representatives of Japan, Mongolia and the United States almost five years ago. This meeting was first reported by Haruyuki Aikawa in the May 9, 2011, issue of the Mainichi Shimbun.

Analysis from University of Melbourne Atmosphere and Ocean researcher Ben Hague shows January temperatures in Melbourne have risen by 0.8 degrees Celsius each decade since 1987, but in the two weeks of the Australian Open the increase has been 1.25 degrees.

The Bureau of Meteorology 2015 Climate Statement showed days of extreme weather are on the increase across Australia.

A Queensland government-owned power company has installed the country’s first solar battery storage system from Tesla as it begins a year-long trial into how it can reward consumers who cut their reliance on the electricity grid.

Energex, which has installed a Tesla Powerwall and another storage system from Californian company Sunverge at its Brisbane training facility, will collect data to work out how to integrate solar batteries into the network with financial incentives for customers.

The trial, which will extend monitoring of systems in Energex employees’ homes to those in outside consumers’ in coming months, follows lobbying by the Queensland premier, Annastacia Palaszczuk, of Tesla executives in the US six months ago.

Queensland boasts one of the highest rates of household solar panel systems in the world, although uptake in recent years has been inhibited by a dramatic cut in the rate consumers are paid for power that they return to the grid.

The commercial release of the Powerwall this year is widely expected to drive popular take-up of a system that at best would supply about seven hours of nightly power for televisions, air-conditioning and other appliances……..

Terry Effeney, the chief executive of Energex, said information about the effect of solar batteries on peak demand could allow power network operators to defer costly infrastructure investments or reduce generation where possible.

The Karoo has long been known to harbour substantial sedimentary uranium deposits. Now an Australian company [Peninsula Energy , through it’s wholly owned subsidiary Tasman Pacific Minerals Limited] with Russian funding is planning to get the radioactive mineral out of the ground on a major scale.

The company has quietly accumulated over 750 000 hectares of Karoo properties and concessions around Beaufort West and plans to set up a large Central Processing Plant just outside that town.

While the nation is still debating the pros and cons of fracking, the Environmental Impact Assessment (EIA) as the precursor to mining licences is nearing finalisation. During 2016 the Department of Mineral Resources will make a decision on the industry’s application……….

Committed to being the nation’s standard bearer on advancing solar power, the government has sensibly thrown the ball to its new Productivity Commission before it acts…..

The commission’s official role is to come up with a “fair price for solar exports” — that is, the surplus power from householders’ rooftop PV arrays flowing in to the southeastern Queensland grid.

The commission’s draft report is due next month and the final version in May.

Its impact will be felt beyond Queensland’s borders as policymakers elsewhere also have a keen interest in riding the wave of solar enthusiasm that sees the number of Australian homes with PV on their rooftops creeping up towards 1.5 million, a penetration rate of 16 per cent nationally…….
