“We do not have a position on the sites in South Australia for a NATIONAL NUCLEAR WASTE facility. However, we do have a position on LUCAS HEIGHTS, (NSW). We need to get the nuclear waste out of there because it’s TOO DANGEROUS to keep the nuclear waste in densely populated metropolitan Sydney.”

I have endeavoured to engage our State politicians on both sides for over a year now, to publicly speak to the people of South Australia on this issue, yet their silence is confounding and shameful. The nuclear waste proposed for South Australia is for both low level and intermediate level. Exposure to intermediate level nuclear waste, is 100% fatal with life expectancy of 4 -6 weeks. It will remain radioactive for 10,000 years. The Federal Government are targeting KIMBA in our farming land and The Flinders Ranges in the heart of tourism. The Flinders Ranges site will be just 10kms from Wilpena Pound! The waste will be stored for up to 100 years, above ground in a tin shed in one of the most seismic areas in Australia and prone to regular severe flooding. The floods waters in 1989 entered Spencer Gulf.

All South Australian’s need to be involved and told the truth about the Federal Government’s proposal for our state, as it will go beyond tarnishing our reputation that so many South Australian’s have worked hard for, but more so this proposal is both immediately and transcendingly dangerous for all Australians.

Doubt about what happens to spent nuclear fuel rods within casks

Derek Abbott Nuclear Fuel Cycle Watch South Australia, 13 Jan 19,    Something that is never discussed about dry cask storage (before it is transferred into a repository canister) is that the fuel rods have been emitting alpha particles for 40 years in the dry cask. 

The nuke enthusiasts who don’t understand physics naively think those alpha particles are impotent. They say “a piece of paper can block an alpha particle.” True but misleading.
What actually happens is that alpha particles do indeed get blocked and don’t go far within a fuel rod, but they get converted to back to helium. [Remember an alpha particle is a helium nucleus anyway].So you get helium bubbles building up inside the fuel rod. Over 40 years this can fracture the fuel rod into pieces. So transferring the rods into a repository canister may not be possible. Because no one has actually opened up a bunch of old dry casks to get the rods into a repository yet, there isn’t much experience on exactly how much alpha particle damage affects the rods. Pangea, reborn as ARIUS, waiting in the wings for the Australian govt to privatise a nuclear waste dump

Kazzi Jai     Fight To Stop Nuclear Waste In The Flinders Ranges, PANGEA was leaked to the Australian Media in 1998. Although it has since changed its name to ARIUS in 2012, it still remains active, as shown clearly by the Royal Commission into the Nuclear Fuel Cycle recently, and the very heavy push for an International Nuclear Dump by invested interests.

But South Australia said NO MEANS NO!
There is no doubt in my mind that this is the ENDGAME.
The fact that this current proposal by the Federal Government does not address the Intermediate Waste final disposal AND that the Intermediate Waste will be part of the dump – as “temporary storage” has all of the hallmarks of a Claytons INTERNATIONAL NUCLEAR DUMP. …..All it needs is a stroke of a pen, PRIVATIZATION, and WHAM, BAM – THERE YOU GO!

STAND UP TO NUCLEAR WASTE DUMP BULLIES

The Federal Liberal Govnt Nuclear Waste Dump Process is subjecting people to intimidation, insults, threats and bullying.

The Federal Liberal Govnt process has been appalling and is feeding the bad behaviour of pro nuclear waste dump bullies.

The Federal Liberal Govnt nuclear waste dump process has fractured the communities in the Flinders Ranges and Kimba regions (near the proposed nuclear waste dump sites) and has encouraged intimidation, insults, threats and bullying.

Pro nuclear waste dump bullies have also come to my facebook page and insulted me and insulted my facebook friends because we express views they disagree with.

Pro nuclear waste dump bullies can insult me as much as they like, but it wont change the Facts :

A Radioactive Nuclear Waste Dump facility study in 2005 conducted by URS Australia for the EPA (SA) and SA Govnt, found the Flinders Ranges and Eyre Peninsula regions unsuitable for a low level Radioactive Nuclear Waste dump, let alone intermediate level nuclear waste – which the Federal Liberal government have obviously ignored.

The Flinders Ranges proposed nuclear waste dumpsite near Hawker, is on a floodplain, 5.5kms from the nearest ranges, 6.5 kms from extensive natural springs and 3 kms from Hookina Creek.

The Flinders Ranges and Outback contributed $425 million in tourism to South Australia in 2017 and projected $452 million in 2020 (SATC regional profile). How will establishing a nuclear waste dump in the Flinders Ranges affect tourism??? – Will the one off payment of 30 million carrots (20 million carrots to become available after the dump is established) compensate for lost tourism numbers and revenue???

The Flinders Ranges proposed nuclear waste dump site is in a seismically active region, on a floodplain, that flows into Lake Torrens – remnants of past major flooding and seismic activity are obvious.

The Eyre Peninsula proposed nuclear waste dump sites, near Kimba, are on farmland and next to Lake Giles Conservation park.

The Eyre Peninsula farming region contributes a third of all the grain grown in South Australia, worth $1.7 – $2 billion annually to South Australia – why would you even contemplate establishing a nuclear waste dump on farmland ??? – and if there is a nuclear waste accident – what then ???

Recent ABC News : “Lucas Heights facility fails modern nuclear safety standard, independent review finds”. ANSTO (Australian Nuclear Science and Technology Org), the organisation that manages the Lucas Heights Nuclear Reactor facility near Sydney, the same organization that will manage the National Nuclear Waste Dump facility, was found to have a culture of “make do and mend”.

The Federal Liberal govnt propose to transport radioactive nuclear waste thousands of kms, from all over Australia, to a national nuclear waste dump in South Australia. Not only will South Australians and all future generations be burdened with the nuclear waste dump for eternity, so will communities along the transport route. And just like 99% of South Australians, those communities along the transport route will have no say. Spencer Gulf cities will become nuclear waste dump transport central, with radioactive nuclear waste being transported several times a week (for the first 4 years) to the proposed nuclear waste dump, through Spencer Gulf ports, roads and rail.

There was nothing scientific about the way the proposed sites were chosen – land owners were asked to nominate their properties for a nuclear waste dump and get paid 4 times what the property owners say the property is worth – and no need to consult with neighbours or the community. And the cattle property owner at the proposed site in the Flinders Ranges (long term lease) is an ex Federal Liberal president (doesn’t live at the property), who chaired a failed attempt in the 90’s to establish a nuclear waste dump in South Australia.

Even after 30 years, high-level nuclear waste is still 10,000 times more radioactive than uranium ore and will take 10 million years to get to the same radioactivity as uranium ore.

No Respect – No Trust : How can we trust a Federal Govnt that keeps on stabbing their leaders (prime ministers) in the back????

Why on earth would the Federal Liberal govnt want to dump nuclear waste (intermediate-level and low-level) in the Flinders Ranges, on a floodplain, in a seismically active region, bordered by natural springs, in an iconic tourism destination, or on Eyre Peninsula farmland, near Kimba and next to Lake Gilles Conservation Park?????

Each state should establish their own low-level Nuclear Waste Dump and the intermediate-level and high-level radioactive nuclear waste produced at the Lucas Heights Nuclear Reactor should stay on the grounds at Lucas Heights until a permanent solution can be found.  https://www.facebook.com/groups/1021186047913052/

VISIT TO KIMBA TO DISCUSS NRWMF PROCESS

Today I drove to Kimba to meet with local residents about the ongoing process to determine where Australia’s National Radioactive Waste Management Facility will be located. I spoke with those ‘in favour’ of a local facility and those ‘against’.

Australia needs to take responsibility for its own low/intermediate level radioactive waste. We need a new national facility, but I don’t want to see it located anywhere where there is not ‘broad community support’. Actually, that’s the Government’s stated position too, but unfortunately they have not set a criteria for ‘broad community support’.

Imagine voting in the next Federal election without knowing how the winner will be determined. Even worse, imagine the current Prime Minister deciding the result of the election AFTER he had been told by the AEC what the voting outcome was.

This has to be fixed. So too does the fact that alternate Commonwealth sites have not been properly assessed. I had something to say about this in this morning’s The Australian newspaper https://www.theaustralian.com.au/…/fd851b6cefd7c5701d354c7e…

I talked to the locals about the need to have an alternate plan for the growth of Kimba in the event the facility is located elsewhere (e.g. Woomera, Leonora etc.). That’s a dialogue I want to continue.

 Woomera must be revisited as a potential site for Australia’s first nuclear waste dump, says Centre Alliance senator Rex Patrick, ­who accuses the Defence Department of deception over claims the site is unsuitable.

Senator Patrick said he would question Defence officials at Senate estimates hearings over why the department dismissed Woomera as a potential site because of an “intolerable risk” and its “impracticability” — a position since backed by Resources Minister Matt Canavan.

 The 122,000sq km Woomera Prohibited Area, located in the South Australian outback 450km northwest of Adelaide, is a milit­ary testing range under federal government control.

 Senator Patrick said significant nuclea­r waste materials had been stored there since 1994, including 10,000 drums of low and intermediate-level waste from a CSIRO research facility at Fishermans Bend in Melbourne.

In a report published on its website last week, the CSIRO said tests had found the material posed no threat to health or the environment.   Tests in May found radiation levels adjacent to the storage had “natural background values” for Australia, as would be found in typical soil and rock.

“The report findings make a mockery of Defence claims there’s no way a national radio­active waste management facility could be located anywhere in the enormous expanse of the WPA,” Senator Patrick said.
 “The reality is radioactive waste has been safely stored at Woomera for a quarter of a ­century. Defence can expect considerable scrutiny in the new year over the bureaucratic obfuscation and deception on this issue. It seems Defence is never stronger in defending territory than when it comes to defending its own.”

 Senator Canavan has short-listed two sites near Kimba, 465km northwest of Adelaide, and one site near Hawker, in South Australia’s mid-north, for the waste facility.

   The process, which has divided both communities, stalled after a Kimba ballot scheduled for August 20 was delayed by court action from an Aboriginal group that believes traditional owners should vote, despite not living within the shire’s boundaries.

 In a similar move, traditional owners at Hawker last week lodged an Australian Human Rights Commission complaint, prepared by Maurice Blackburn Lawyers, that alleged a “fundamentally flawed process”.

   Labor has not said how it would proceed should it form government after the election, which must be held by mid-May.D    The Department of Defence did not respond to questions.

Kazzi Jai  No Nuclear Waste Dump Anywhere in South Australia This is the radioactive waste that should never have even been transported over to South Australia in the first place! It was only because it was on Department of Defence land which is Commonwealth land. The Eastern states from where it was made in the first place are welcome to have it back!
 It’s amazing when the documentation comes out, how much is actually left out!

A second legal case to stop nuclear waste dump: Aboriginal traditional owners lodge complaint with Australian Human Rights Commission

Another bid to stop SA nuclear dump https://au.news.yahoo.com/another-bid-stop-sa-nuclear-dump-163119945–spt.html, Australian Associated Press18 December 2018  Traditional owners will lodge an Australian Human Rights Commission complaint alleging a fundamentally flawed process in the selection of a site near Hawker in South Australia as a possible location for a national radioactive waste dump.

The complaint will be lodged on Tuesday by lawyers acting for the Adnyamathanha Traditional Lands Association.

It alleges that both the ballot to assess community support for the waste facility, which excludes many traditional owners, and the damage done to significant cultural heritage sites by commonwealth contractors constitutes unlawful discrimination.

Maurice Blackburn lawyer Nicki Lees says the nomination process for the Hawker site has been fundamentally flawed from its inception.

“From day one this process has shown a complete lack of regard for the traditional owners and for the significance of this site to the Adnyamathanha people,” Ms Lees said.

ATLA chief executive Vince Coulthard said his people remain strongly opposed to any nomination of their land for a future waste dump site and the legal action was important in seeking a fair hearing for their concerns.

It’s the second bid by traditional owners to scuttle the dump proposals with the Barngarla people also taking action over the selection of an area near Kimba, on Eyre Peninsula, as a possible location for the federal waste depository.

Read the fine print: future funding for Kimba/Hawker nuclear waste dump is NOT guaranteed

Out of the proposed 31 million carrots, 21 million carrots will be supposedly delivered after the proposed site is built – do we really trust the fed liberal govnt to deliver the 21 million carrots after the site is built?? Read the fine print – how gullible do they think we are?? The same mob stabbed their leaders (prime ministers) in the back – told us the 10,000 barrels of radioactive waste dumped at woomera was only low level and nothing to worry about, then Rex Patrick discovers the waste includes intermediate level radioactive nuclear waste – lie after lie after lie – the fed libs deserve to get clobbered at the next election.
Gary See After this facility is approved, priority will be getting consent for the Intermediate Level facility. This is where future funding will be focused then, and the low level facility will continue operating at as minimal cost as possible.

It is unsustainable as it is and may not get further registration because of it….

This is CONTRARY to the RECORDED INFORMATION from the Senate Inquiry and NRWMF Debate from DIIS, ANSTO and ARPANSA!!

Great time (NOT) for North and West ABC to have a technical fault with their news section for today. Could have tagged a link to their North and West FB page for this comment from Kim Carr…

Kazzi Jai The thing is…the dump has been on the parliamentary agenda for how long now? At least 40 years if not longer! In fact the first nuclear research reactor began operating at Lucas Heights in 1958 – HIFAR, which then was replaced by OPAL in 2007.
There is NO urgency! And Lucas Heights was built with the intention that they would store their nuclear waste on site! They still have ample room to do so!

Lynas contemplates importing radioactive trash into Australia

Brokers remain optimistic on Lynas despite Malaysian setbacks, SMH, By Colin Kruger, 6 December 2018  Analysts remain optimistic about the future of ASX-listed rare earths miner Lynas Corp, suggesting there may be ways around the onerous conditions put on the renewal of its operating licence in Malaysia.

The stock dived as much as 26 per cent on Wednesday after the Malaysian government set the conditions, which include the removal of all 451,000 tonnes of radioactive residue produced by its $1 billion rare earths processing plant since it started operating in 2012.
The Malaysian operating licence, which allows Lynas to process the rare earths there from ore mined in Western Australia, is up for renewal next September.

Despite this, UBS has valued Lynas on a “business-as-usual basis” on the grounds that the problems are not insurmountable.

There may be grounds for appeal. The ministry is planning to implement a much stricter regime than the independent expert panel was recommending,” UBS analyst Daniel Morgan said in a research note. ….

According to UBS, Lynas may be able to economically ship the radioactive waste to another country – possibly Australia. And in a worst-case scenario, it could sell its concentrate product to China for processing while it restructured its processing.

One option is for Lynas to split out the processing stage that produces the residues that have caused problems in Malaysia.

“Lynas may be able to invest in a cracking and leaching facility in Australia, keeping the [waste] in the country.” Lynas would then ship the concentrate to Malaysia for the final stage of extraction using its existing facilities.

CLSA was also optimistic, saying the low-level radioactivity meant the waste could be shipped in regular shipping containers. And Lynas had access to rehabilitation funds to help pay the bill……..

Outside China, Lynas is the only processor of rare earths, which are crucial for elements of the new economy like mobile phone components, electric cars and batteries.

The miner’s shares shares nearly halved in value in May when Mahathir Mohamad unexpectedly defeated his former ruling party and then announced a review of the Lynas operation as promised……..

Nuclear authorities planning for NUCLEAR PROCESSING at Kimba or Hawker dump site!

10,000 CSIRO barrels are stacked decaying within the Woomera Protected Area; & back in 2016 $29 million was budgeted for re-mediation.
CSIRO has been contacted numerous times by different folk seeking information about how that was progressing – no answer has been the firm reply…..

Well, Senator Rex Patrick recently released some documents he obtained under FOI, & within those we find, from an August 2017 DIIS facilitated meeting with very senior officers from CSIRO, ARPANSA, & Department of Defence :
“CSIRO estimates they have 10,000 drums of radioactive waste stored at Woomera. Initial reports indicate these drums represent 80% LLW and 20% ILW. There is both chemical and radiological waste, often mixed together. They have been directed by ARPANSA to undertake measures to characterise, separate, process as appropriate, and repackage. [my caps] HOWEVER, IT IS NOT POSSIBLE TO UNDERTAKE SUCH MEASURES WITHIN THE BOUNDS OF THE CURRENT STORAGE FACILITY AT WOOMERA” p17

Preparing any appropriate part of the CSIRO waste at Woomera for transport to the NRWMF once we have clarity on what that facility will deal with (eg. LLW processing, ILW storage)

So, at August 2017, we have the bosses of Federal agencies flagging the PROCESSING OF RADIOACTIVE WASTE AT THE NRWMF.

The affected communities have not been informed about that – only being told it would be STORAGE ONLY. Also, the ‘temporary’ ‘interim’ holding of ILW in a shipping container, potentially 100 years, requires replacement of the canisters after 40 years, so there would also need to be built what is known as a ‘hot cell’ to undertake that risky venture…

Government Divides Hawker and Kimba Communities While Hiding Suitable Alternate Radioactive Waste Sites

28 NOVEMBER 2018, Centre Alliance Senator Rex Patrick today called on the Australian Government to reopen consideration of the 122,000 square kilometres of the Woomera Prohibited Area (WPA) as a location for a National Radioactive Waste Management Facility (NRWMF).

Documents released under FOI to Senator Patrick show the Department of Industry undertook analysis of a number of sites, including the WPA, as potential homes for a NRWMF. In a very shallow response to the Department of Industry, Defence dismissed the WPA for its “impracticability” and “intolerable risk”.

Defence’s analysis cannot be reconciled with the fact that Woomera Test Range is already serving as a radioactive waste storage site. CSIRO is storing 10,000 drums of low and intermediate level waste in a hangar at Evetts Field, 1.3 kilometres from the Woomera Range head, while Defence is storing 35 cubic metres of intermediate level waste in a bunker 5 kilometres down range. Both the CSIRO and Defence waste has been stored there for 24 years.

“Defence’s claims are disingenuous and are nimby in attitude,” said Rex.

“If storing radioactive waste in the WPA represents an intolerable risk, why has this considerable store of waste been allowed to stay there for 24 years?”

“It seems that Defence is never stronger in defending territory than when it comes to defending its own.”

At question time today Senator Patrick today revealed the existence of a 414 page report undertaken for the former Department of Education, Science and Training that examines locating a NRWMF inside and nearby the WPA. It recommends Evetts Field inside the WPA as a preferred location.

The 414 page report contradicts Defence’s shallow analysis and addresses all of Defence’s concerns, and more.

“How can the Government tell the deeply divided communities of Hawker and Kimba that there is absolutely nowhere within the more than 122,000 square kilometres of Woomera that would be suitable for a radioactive waste facility,” Rex asked.

“Noting Minister Payne’s apparent lack of knowledge of the Evetts field option in the Senate today, I will definitely be pursuing this further.”
